Instructions
Gather and measure all ingredients. Sift cocoa powder if necessary.
In a saucepan, combine rice, milk, and cinnamon stick. Bring to a simmer over medium heat.
Reduce heat to low, cook for 20–25 minutes, stirring often, until rice is tender.
Remove cinnamon stick. Stir in sugar, salt, cocoa powder until smooth.
Stir in chocolate chips until melted and uniform.
Remove from heat, stir in vanilla extract and heavy cream.
Let cool slightly before serving warm or refrigerate until chilled.
