Instructions
Preheat oven to 375°F and line baking sheets with parchment.
Whisk flour, baking soda, and salt in a bowl.
Cream butter and sugars until fluffy, then add eggs and vanilla.
Mix cocoa powder with milk to form a paste.
Combine wet and dry ingredients, fold in chocolate chips, and swirl in cocoa paste.
Gently fold in mini marshmallows.
Scoop dough onto baking sheets and bake for 9–11 minutes.
Cool on baking sheet for 5 minutes, then transfer to a wire rack.
